The City of Portales budgets on a fiscal year July 1st - June 30th basis. The budget includes all anticipated revenues and expenditures for the fiscal year, and it may be amended with Council and New Mexico Department of Finance approval as necessary throughout the fiscal year based upon changing circumstances. Priorities for the budget are delivery of basic services, replacement and improvement of city infrastructure, debt service payments, capital project management, and maintenance of adequate cash reserves for contingencies.
