SMALL BUSINESS DEVELOPMENT CENTER

The Small Business Development Center has a variety of publications and checklists to help you organize starting your business including business plans, forging your business identity, financing, registration and application requirements, hiring employees, locating more business support, and much more. Starting Out: A Guide to Creating Your Own New Mexico Business is a great free, downloadable publication from the SBDC that is highly recommended for outlining all registration, licensing, and permit requirements for conducting a business within the State of New Mexico.

CITY PLANNING & COMMUNITY DEVELOPMENT DEPARTMENT

All businesses are required to apply for and obtain a business registration prior to engaging in business within the Portales city limits per City of Portales ordinance. In addition, permits are required for construction and various remodeling projects and activities. This department, in addition, serves to support the City of Portales Planning and Zoning Commission, which reviews all development and zoning change requests for recommendations based on current zoning code to the Portales City Council for action.

NEW MEXICO TAXATION AND REVENUE DEPARTMENT

Anyone who engages in business in New Mexico must register with this department as per New Mexico State statutes. After registering, you will received a New Mexico tax identification number. This number is required to register with the City Planning & Community Development Department for a local business registration license. Whether you are a small business owner, a large, multinational corporation, a nonprofit organization or a sole proprietor, this department will provide information on how to register your business, file and pay your taxes.

PUBLIC REGULATION COMMISSION

This agency regulates the utilities, telecommunications, motor carriers and insurance industries to ensure fair and reasonable rates, and to assure reasonable and adequate services to the public as provided by law. The PRC also has responsibility for the State Fire Marshal's Office, the Firefighter Training Academy, Pipeline Safety and the registration of all corporations doing business in New Mexico. OFFICE OF THE SECRETARY OF STATE

The Operations Division records, files, or registers different types of records used in commerce such as partnership registrations, trademark/service mark registrations, Uniform Commercial Code (UCC) filings, service of process on corporations, and agricultural liens.
